My First Cheater in Quake3:RA3

I just witnessed my first cheater in Quake 3 Rocket Arena. He went under two names, first was "Qbert" and second was "Loser", all white. When a match started, before he ever caught sight of his opponent who spawned behind obstacles, he would follow them with his crosshairs. A jump pad kicks a player into the air, he follows them behind walls and obstacles until they appear, then rails them. A combination between a transparent wall cheat and an accuracy/aim bot. He never used anything but rail, and had an 80% hit rate. The best non-cheater I’ve ever seen comes in at around 30% to 40%. I’m stuck in the 20 percentile for now.
That’s the first time I’ve seen something like that. It was so obvious, how did he think it wouldn’t be noticed? I talked to the server admin on at the time (fellow by the handle "(_o_)", and he’s banning him by IP.
Man, I just can’t get over this… what the HELL are people thinking? I’ve been accused of cheating before, but mainly by complete newbs who have no idea what practice can yield… but this was ridiculous.
